Objective and Purpose of the Assignment
   
The main objective of the assignment is to support the Department of Urban Development and Building 
Construction under the Ministry of Urban Development and project municipalities (Attariya, Bhimdatta, 
and Dhangadhi) to (i) identify investment priorities, (ii) finalize the implementation arrangements, 
(iii) support MOUD in undertaking advance contracting actions, (iv) structure the project, and (v) help 
to finalize the adequate documentation for approval of the investment project. 
Scope of Work
   
The Team Leader will be responsible for overseeing the project preparatory technical assistance (TA) and 
coordinating and guiding works between the other members of the TA team. He/she will help ensure that 
the team’s deliverables comply with ADB requirements. She/He will report to the ADB Project Officer.

Specifically, she/he will (i) assist on advance contracting actions to appoint the DSC; (ii) undertake 
procurement capacity assessment of the EA, IA, and project municipalities, (iii) identify capacity 
building measures for project implementation; and (iv) support finalization of loan appraisal documents. 
She/he will advise on technical issues and project structuring throughout the assignment. The inputs are 
for 6 months intermittently.
Detailed Tasks and/or Expected Output
   
Expected outputs are:
a. Monthly PPTA Progress Reports
b. Appointment of DSC: Support the MOUD in defining the scope/ToR of DSC, inviting expressions of 
interest, shortlisting consulting firms, developing and issuing the request for proposal (RFP) for 
shortlisted firms, evaluating technical proposals, evaluating financial proposals of qualified firms, 
and assisting in contract award to the first ranked firm. 
c. Recommendation for implementation arrangements
d. Conceptual Design Report 
e. Risk assessment and management plan (RAMP)
f. Procurement capacity assessments (EA, IA, project municipalities)
g. RRP and project administration manual (PAM)
Minimum Qualification Requirements
   
The Team Leader/Urban Infrastructure Specialist will be an Engineer or Urban Planner with a minimum of 
20 years of experience in the infrastructure and urban planning industry with a focus on urban services 
and at least 5 years of experience working in South Asia. He/she will have experience in recruitment of 
consulting firms, civil works, and procurement following international financial institution procedures 
(preferably ADB).
